Hong Kong's Textiles Control Policy
The Hong Kong Government Trade and Industry Department operates a textile export control system and an import licensing system for the imports and exports of textile products.
Under the World Trade Organisation (WTO) Agreement on Textiles and Clothing, Hong Kong exports (including those made in Chinese Mainland by Hong Kong manufacturers) of certain textiles and clothing products to three overseas markets, namely the US, the European Union (EU) and Canada, are subject to quota restraint. However, it is under the Agreement that WTO members have committed themselves to remove the quotas by 1 January 2005.
A. Exports Licensing
The textiles export control system is maintained in order to fulfil Hong Kong's obligations arising from WTO Agreement on Textiles and Clothing. Unless under exemptions, all textiles exports from Hong Kong are required to be covered by valid licences (broadly speaking, licences to cover exports of textiles subject to specific quota restraint and licences to be used for the exports of non-restrained textile products) issued by the Trade and Industry Department.
